Introduction: The Global Talent Stream is a program under Canada’s Temporary Foreign Worker Program that aims to attract skilled workers and help high-growth companies quickly fill talent gaps. Launched on June 12, 2017, and subsequently adopted by Quebec on September 11, 2017, the Global Talent Stream has been instrumental in reducing processing times for work permits and visa applications. Originally set to expire on February 28, 2023, the program has recently been extended for an additional two years until February 28, 2025, in response to labor shortages during Canada’s economic expansion.

Streamlining the Process:

One of the primary objectives of the Global Talent Stream is to expedite the processing of work permits and visa applications for highly skilled workers. Previously, these applications could take up to six months, but under the program, eligible applicants can expect their applications to be processed within just 10 business days. This significantly reduces the waiting time for foreign nationals eager to work in Canada.

Labor Market Benefits Plan

To qualify for the Global Talent Stream, registered employers must commit to creating jobs for Canadians and transferring knowledge to Canadian workers. This commitment is formalized through a Labor Market Benefits Plan, which outlines how hiring foreign workers will benefit the Canadian workforce. The plan includes mandatory benefits such as job creation and increasing skills and training investments for Canadians, as well as complementary benefits like knowledge transfer, enhanced company performance, and implementing best practices as an employer.

Normally, an LMIA application takes months to prepare, submit, and process. With the Global Talent Stream, many steps to the LMIA application are removed and the processing time is much faster. This allows Canadian employers to remain competitive in the global market, quickly bringing in talent to fill labour market needs

Key Elements of the Global Talent Stream

Two-week processing: Highly skilled workers can expect their work permit applications and, when applicable, visa applications to be processed within two weeks.
Dedicated service for job-creating investments: Companies making significant job-creating investments in Canada receive dedicated service to expedite their applications.
Exemption for short-term work and academic stays: The Global Talent Stream removes the work permit requirement for short-term highly skilled work (30 days or less in a 12-month period) and brief academic stays.
Companies applying for workers through the Global Talent Stream will have access to the new streamlined application process that will provide:

Client-focused service to help guide eligible employers through the application process and the development of the Labour Market Benefits Plan, with a service standard of 10 business days.
Eligibility for workers to have their work permit applications processed in 10 business days

The Category A is for employers who are referred by designated partners of the Global Talent Stream and who are hiring unique and specialised talent. While, the category B is for employers who are hiring for positions on the Global Talent Occupations List.

Eligibility and Requirements

The Global Talent Stream is divided into two categories: Category A and Category B. Category A requires employers to be referred by designated partners, while Category B covers specific occupations.

To be eligible for Category A of the Global Talent Stream, a designated referral partner must validate that a company meets the following eligibility criteria at the time of each referral to ESDC:

Operating in Canada: The company must be currently operating in Canada.
Focus on Innovation: The company should have a focus on innovation, demonstrating its commitment to developing or utilizing new technologies, processes, or business practices.
Growth or Scaling Up: The company must show a willingness and capability to grow or scale up its operations, indicating its potential for expansion and contribution to the Canadian economy.
Unique and Specialized Position: The company must be seeking to fill a unique and specialized position within its organization.
Qualified Foreign Worker: The company should have identified a qualified foreign worker who has the potential to be hired into the unique and specialized position.

A unique and specialized position is indicated by the following criteria:

Minimum Salary: The position must offer a wage of at least $38.46 per hour ($80,000 annual base salary), or equivalent to the prevailing wage for the occupation if it is higher. The employer must provide both the hourly wage rate and annual base salary at a minimum.
Advanced Knowledge: The position requires advanced knowledge of the industry, showcasing a high level of expertise in a particular field or domain.
Advanced Degree or Experience: The position typically requires an advanced degree in an area of specialization relevant to the employer’s needs, or a minimum of five years of experience in the specialized field.

Processing fee

You must pay $1,000 for each position requested under the Global Talent Stream to cover the cost of processing your application.
